As Chief Operating Officer at Frontier Bank, Evelyn Franco drives the operational strategy fueling the bank’s continued growth. With over 22 years of banking experience, she has been instrumental in Frontier Bank’s transformation into a billion-dollar institution. Evelyn leads the execution of digital transformation initiatives, operating model design, organizational change management, and bank-wide operational improvements. She works collaboratively across the organization to modernize systems, enhance efficiency, and strengthen internal controls, delivering innovative technology solutions that elevate both customer and employee experiences. Evelyn’s leadership philosophy centers on simplifying banking, empowering employees, and creating lasting value for the communities and stakeholders Frontier Bank serves. Deeply committed to excellence and community service, she is a proud graduate of the University of Houston and completed the Executive Development Institute at the Graduate School of Banking in Colorado. Josh Petrus joined Frontier Bank in 2019 as Senior Vice President, Director of Finance and Accounting. As CFO, his responsibilities include managing and directing all accounting, financial, and reporting activities for the bank, budgeting, bank investments, interest risk management, and shareholder relations. He is a prominent contributor to the bank’s financial operations and functions that drive the company’s growth. Before joining the bank, He worked as an accountant at a South Texas Community Bank. Josh holds a bachelor’s degree in finance and accounting from the University of Texas Corpus Christi. Outside work, Josh loves to play golf and spend time with his family and dog, Ava. Frontier Bank is excited to be equipped with a talented Chief Financial Officer who creates the frameworks to lead financial transformation and handle increasingly complex challenges.

Cole can rope and ride with the best of them! He holds an MBA in Agricultural Education and a bachelor’s degree in Agricultural Leadership from Texas Tech University. Bolton serves as a Director of Small Business and Commercial Banking since 2019, and previously, he was a Senior Vice President of Commercial Banking. Bolton is responsible for developing small business and commercial bankers to deliver best-in-class community banking. He is passionate about providing top-notch deposit and loan solutions with expedited service throughout Central Texas. He enjoys competitive calf roping, team roping, and bay fishing. Bolton and his wife are residents and owners of a beef cattle operation in Austin, where he raises heifers to breed and precondition yearlings.

Vicki Dumbeck is an Executive Vice President and Elgin Market President of Frontier Bank of Texas. She manages all aspects of consumer real estate lending, including loan recommendations, loan production, and credit policies and procedures. With over 35 years of banking and lending experience, Vicki has worked in most areas of the bank and specializes in consumer and real estate lending. As a leader and a natural collaborator, she understands that the right combination of financial expertise, close customer relationships, and superior customer service puts a small-town bank in a unique position to build a stronger financial institution and a stronger community at the same time. Sarah Gutierrez serves as Senior Vice President and Director of Strategy and Development at Frontier Bank. With 18 years of banking experience, she leads initiatives that support the bank’s growth, employee development, technology innovation, and customer experience.
A graduate of the Graduate School of Banking Executive Development Program, Sarah works closely with executive leadership to identify opportunities, execute strategic priorities, and drive organizational growth. Her responsibilities include business development, strategic planning, leadership development, training programs, and initiatives that strengthen the bank’s culture and performance.
Sarah also oversees the advancement of the bank’s digital banking and technology platforms, helping align innovative solutions with customer needs and business objectives. By connecting strategy, technology, and talent development, she helps position Frontier Bank to serve customers and communities effectively while supporting long-term growth.
Sarah holds a Bachelor of Business Administration from Trident University.
Outside of work, Sarah enjoys spending time with her husband, Garrett, and their two sons, Rhett and Gage.

She and her husband enjoy spending time with their 22 Nigerian Dwarf Goats and a Great Dane/Lab mix “puppy” named Sven.
